Is Exness a scam?
No. Exness is not a scam. It is a licensed broker with twelve published entities, several verifiable at the regulator's own register, and we found no enforcement action, no fine and no documented pattern of refused withdrawals anywhere.
Our rating is High Risk, and that is a statement about the structure a retail client gets, not an allegation of dishonesty. Here is what it means in practice.
The FCA and CySEC licences are not yours
This is the thing most Exness reviews get wrong. Exness's own regulation page states that Exness (Cy) Ltd, the CySEC-licensed entity, does not offer services to retail clients, and that Exness (UK) Ltd, FCA firm reference 730729, does not offer services to retail clients. The exness.eu legal page says the same in more words.
So a retail trader in the EU or UK cannot open an Exness account at all, and a retail trader anywhere else opens one with an offshore entity: Seychelles, Curacao, the BVI, Mauritius or Belize. The tier-1 and tier-2 licences in the marketing cover institutional business, not you.
We read the CySEC entry ourselves on 5 September 2026. Licence 178/12, dated 5 September 2012, is real and current. Its single approved domain is www.exness.eu. Neither exness.com nor exness.org is covered by it.
There is no compensation scheme on any retail account
The Cyprus Investor Compensation Fund would pay the lesser of €20,000 or 90% of a claim. It applies to Exness (Cy) Ltd, which has no retail clients. Every Exness retail client in the world is in an entity that offers segregation and nothing else. If the entity holding your money failed, there is no fund standing behind the balance.
The leverage rules run backwards
Unlimited leverage requires account equity below $5,000 and at least ten closed orders totalling five lots. Above $100,000 you are capped at 1:500. The largest leverage goes to the smallest accounts, which is the reverse of how tier-1 regulators gate it. It is disclosed openly, and it is the feature most likely to determine what happens to a small account.
About exness.org
exness.org is a genuine Exness property, not a clone. It is the corporate and brand site: history, technology, careers, press. It publishes no licence number and no regulated entity, and Exness's own regulation page does not list it among its regional domains. Never open an account from a page that does not name the company that will hold your money.
One unresolved item
The Philippine SEC is reported to have issued an advisory on 8 or 9 January 2026 naming "Exness Global Ltd" for soliciting investments without authorisation. We could not open the advisory at the SEC's own site, so we are not asserting it. The entity named does not appear on Exness's own list of twelve.
